The shipper classifies the material, chooses the proper shipping name, packages it, marks and labels the packages and signs the certification on the paper. The carrier is responsible for the vehicle, the placards and safe transport, and the driver has to refuse a package that is leaking or a paper that does not match the freight. All three share the job, but the certification is the shipper's word.

Labels go on packages and are about four inches on a side. Placards go on the vehicle or on a bulk package, are much larger at around ten and three quarter inches, and are what a responder reads from a distance. Markings are a third thing again: the printed words and numbers on the package itself, usually the proper shipping name and the identification number.

When you are away from the controls the papers must be in the driver's door holder or lying on the driver's seat, so anyone who opens that door finds them at once. When you are behind the wheel with the belt on, they must be within your immediate reach and either visible to a person stepping into the cab or in that same door holder. They also have to be tabbed or sitting on top of your other paperwork so nobody has to dig.
5. When a load requires placards, how many go on the vehicle and where?

They have to be readable, kept clear of other markings that could be confused with them, and fastened so they will not blow off. If the trailer has placard boards, that is where they belong.

Certain incidents trigger an immediate telephone report to the National Response Center at 800-424-8802, including a death, a hospital admission caused by the material, an evacuation lasting an hour or more, or a major road closed for an hour or more. That call does not replace the written report that follows it. Your first job on scene is still to keep people back, warn them of the danger, and hand responders the shipping papers and the emergency response information that goes with them.

Attending means you can actually see the vehicle and do something about it, which is why the rule is 100 feet, a clear line of sight, awake and out of the bunk. A vehicle carrying Division 1.1, 1.2 or 1.3 explosives must be attended at all times unless it sits in an approved safe haven or on carrier, shipper or consignee property. Other placarded loads must be attended whenever they are parked on a public street, highway or shoulder.
8. How does a placarded vehicle have to handle a railroad grade crossing?
- A. Stop between 15 and 50 feet from the nearest rail, look and listen, then cross without changing gears

The stop has to be close enough to see down the track but far enough back to survive a mistake, which is where the 15 to 50 foot window comes from. Pick your gear before you start across and stay in it, because a missed shift on the rails is how vehicles get stranded. A stop is not required at an exempt or industrial switching crossing, or when an officer or a green traffic signal is moving you through.
9. Before a state can issue or renew a hazmat endorsement, the driver must:

A state may not issue or renew the H endorsement until TSA returns a Determination of No Security Threat, and the knowledge test has to be passed again at renewal. The threat assessment runs on a renewal cycle that cannot exceed five years, and it does not simply follow you around: if you move your CDL to a new state, that state honors the time left from the old assessment and then requires a fresh one. A first time hazmat applicant must also complete entry level driver training from a registered provider before taking the knowledge test.

The nine classes run in order: 1 explosives, 2 gases, 3 flammable liquids, 4 flammable solids and materials that ignite on their own or react with water, 5 oxidizers and organic peroxides, 6 poisons and infectious substances, 7 radioactive, 8 corrosives, 9 miscellaneous. Learn them as a numbered list, because the table, the labels, the placards and the segregation rules all key off the same numbers. Class 9 is the catch all for materials that are regulated but do not fit any of the other eight.

The placarding rules split materials into two tables. Table 1 holds the categories treated as most dangerous, including Divisions 1.1, 1.2 and 1.3, poison gas, dangerous when wet, temperature controlled organic peroxide type B, materials poisonous by inhalation and Radioactive Yellow III, and any amount of them calls for placards. Table 2 covers everything else and only triggers placards at 1,001 pounds or more. The Class 9 placard is not required at all for transportation inside the United States, although a bulk package still has to show its identification number.
12. Which of the following are required when you load or unload a placarded vehicle?

Ignition sources and hazmat do not mix, which is what the 25 foot smoking rule and the engine off rule for explosives are both about. Securing the load is more than cargo care here, because a package that slides and splits turns a routine trip into a spill. You never accept a leaking package, and poison labeled packages may not travel with food or animal feed unless they are packaged and overpacked exactly the way the segregation rules allow.

Under the current rules the identification number comes first, so a description reads like UN1203, Gasoline, 3, PG II. Older study guides put the proper shipping name first, which is a good reason to work from a current manual rather than one that has been in the truck for a decade. Quantity, the emergency response phone number and the shipper certification all belong on the paper too, but they sit outside the basic description, not inside it.

When two or more Table 2 categories are aboard you may use a single DANGEROUS placard instead of separate ones, but if 2,205 pounds or more of one category is loaded at one facility, that category gets its own placard. Bulk packages and materials with their own placarding rules sit outside this exception.

The 300 foot rule is about blast radius, so it applies to explosives rather than to placarded loads in general. Any hazmat load, explosive or not, must also stay at least 5 feet off the traveled portion of a public street or highway except for brief stops the job requires. Parking explosives on private property takes the knowledge and consent of whoever is in charge of that property, and they have to know what you are carrying.
