    TCS means time and temperature control for safety. A food earns that label when it holds enough moisture and protein, at a friendly pH, for bacteria to grow. Dry rice and dry pasta have almost no available water, and a whole melon is protected by its rind. The moment you cut the melon, the knife carries whatever was on the rind into the wet flesh, so cut melon has to be kept cold like any other TCS food.
